2022年4月25日，天津大學召開第三次人才工作會議，會議確立了人才工作的20字方針「大力培養、積極引進、持續支持、有效激勵、跟進服務」，進一步完善了人才引進策略，再一次加大了人才培養力度，揭開了學校人才工作的新篇章。
On April 25, 2022, Tianjin University held its third talent work conference, establishing a 20-character policy for talent work: "Vigorously cultivate, Actively introduce, Provide continuous support, Offer effective incentives, and Follow-up services", all of which have further refined the talent introduction strategy, increased efforts in talent cultivation, and opened a new chapter in the university's talent work.

計畫簡介
Program Introduction
優秀青年科學基金計畫（海外）旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優秀青年學者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創新性研究，促進青年科學技術人才的快速成長，培養一批有望進入世界科技前沿的優秀學術骨幹，為科技強國建設貢獻力量。
The Excellent Young Scientists Fund Program (Overseas) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and related fields to return to China and perform their talents. Scholars are encouraged to independently choose their own research directions and conduct innovative studies, fostering a rapid development in scientific and technological youth talents. The program seeks to cultivate a great number of promising academic commander capable of making contributions at the forefront of global science and technology, thereby contributing to the construction of a technologically strong nation.

申報條件
Application Criteria
以下條件參考【2023年國家自然科學基金優秀青年科學基金計畫(海外)計畫指南】， 最終請以2024年指南為準。
1. 優秀青年科學基金計畫（海外）的申請人應當具備以下條件：
（1）遵守中華人民共和國法律法規，具有良好的科學道德，自覺踐行新時代科學家精神；
（2）出生日期在 1984年1月1日（含） 以後；
（3）具有博士學位；
（4）研究方向主要為 自然科學、工程技術 等；
（5）在取得博士學位後一般應在海外高校、科研機構、企業研發機構獲得正式教學或者科研職位，且具有 連續36個月以上 工作經歷；在海外取得博士學位且業績特別突出的，可適當放寬工作年限要求；
（6）取得同行專家認可的科研或技術等成果，且具有成為該領域學術帶頭人或傑出人才的發展潛力；
（7）申請人尚未全職回國（來華）工作，或者 2023年1月1日 以後回國（來華）工作。獲資助通知後須辭去海外工作或在海外無工作，全職回國（來華）工作不少於3年。
2. 限項要求
執行中央有關部門關於國家科技人才計劃統籌銜接的要求。同層次國家科技人才計劃只能承擔一項，不能逆層次申請。
The following criteria are referenced from the "Guide for the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) 2023". The final version should be based on the 2024 guide.
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：
A. Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
B. Born on or after January 1 st , 1984.
C. Hold a doctoral degree.
D. The main research focus shall cover natural sciences, engineering, and related fields.
E. After obtaining a doctoral degree, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed.
F. Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
G. Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2023, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. They are required to work full-time in China for a minimum of 3 years.
2. Restrictive Requirements
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.

支持條件
Supporting Conditions
1. 聘任崗位：給予事業編制 正高 教職；
2. 薪酬待遇：稅前年收入約 69萬元 （不包括單位繳納的 8萬元 左右保險），另可疊加科研績效（縱向科研經費計畫組間接費用用於績效支出）；
3. 科研經費： 200-600萬元 （在國家資助部份基礎上學校給予1:1經費配套支持)；
4. 安家費： 200萬元 （含國家及天津市資助部份）；
5. 團隊支持：首聘期內 每年提供1個博士生指標和3個碩士生指標，由學校支持招收1名助手 ；
6. 子女教育：學校建有 優質的附屬幼稚園、小學及中學 ；
7. 住房醫療：學校在北洋園校區和衛津路校區均為引進人才提供一定數量的 周轉住房 ，附近生活交通配套齊全，北洋園校區地鐵直達；同時，周邊擁有天津大學泰達醫院、泰達國際心血管病醫院、津南醫院、新城醫院、愛爾眼科醫院、天津醫院、海河醫院、兒童醫院、胸科醫院等 天津直附屬醫院及醫學中心 ，致力於為教職工提供便利的生活條件；
8. 申報支持：學校及二級單位將提供學術導師「一對一」指導，申報團隊全程跟進，「無憂申報」；
9. 天津優質教育資源豐富 ，教育優勢凸顯，是全國四個高考自主命題城市之一。天津初中升高中錄取率、本科錄取率、985高校錄取率均在全國各省份中遙遙領先，被譽為考大學「最容易」的地方；
10. 其他政策：協助解決配偶工作。
1. Appointment Position: Senior position is offered on the public institution system of contractual employment.
2. Compensation Package: An annual pre-tax income of approximately 690,000 RMB (excluding around 80,000 RMB in insurance contributions from the institution), with additional research performance bonuses (indirect expenses from vertically funded research projects allocated for performance expenditures).
3. Research Funding: 2-6 million RMB (on the basis of national funding, the university provides a 1:1 matching fund support).
4. Settlement Allowance: 2 million RMB (including subsidies from both national and Tianjin authorities).
5. Team Support: During the initial contract period, one Ph.D. quota and three master's quotas are provided annually, with the support of the university to recruit one assistant.
6. Children's Education: The university has high-quality affiliated kindergartens, primary school, and secondary school.
7. Housing and Healthcare: The university would provide a certain number of transitional housing units for incoming talents at both the Beiyangyuan campus and Weijin Road campus. These campuses are well-equipped with surrounding facilities, with direct subway access at Beiyangyuan campus. Additionally, there are Tianjin's directly affiliated hospitals and medical centers nearby, including Tianjin University TEDA Hospital, Taida International Cardiovascular Disease Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children's Hospital, Chest Hospital, etc., dedicated to providing convenient living conditions for faculty.
8. Application Support: The university and its secondary units will provide "one-on-one" academic mentorship and full-team support throughout the application process, ensuring a worry-free application experience.
9. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the four cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the "easiest places" for pursuing higher education.
10. Other Advantages: Assistance in addressing spouse's employment issues.

泰晤士高等教育（THE）3月29日釋出的最新的2023年中國學科評級結果顯示，在所有中國大陸高校中，天津大學總計入選學科數58個，位居第二。
The latest 2023 China Subject Ranking results released by Times Higher Education (THE) on March 29th reveal that among all mainland Chinese universities, Tianjin University has a total of 58 selected disciplines, gaining the second in the rankings.
QS也在同期釋出了第13次世界大學學科排名，天大表現依舊亮眼，共14個學科上榜，其中建築與建造環境位列全球第30名。
During the same period, QS also released its 13th World University Subject Rankings. Tianjin University continues to shine with a total of 14 disciplines making the list, among which Architecture and Built Environment ranked 30th globally.
此外，學校一直以來堅持「強工、厚理、振文、興醫」的發展理念，形成了工科優勢明顯、理工結合，經、管、文、法、醫、教育、藝術等多學科協調發展的綜合學科布局。
Furthermore, the university has consistently adhered to the development philosophy of "strengthening engineering, emphasizing sciences, revitalizing humanities, and promoting medical sciences", all of which have directed to the establishment of a comprehensive disciplinary layout where engineering holds a prominent advantage, and the integration of science and engineering is balanced. The university's diverse disciplines, including economics, management, humanities, law, medicine, education, and arts, have coordinated development.
學科建設水平不斷提升，離不開國家科研經費的保障支持。天津大學2022全年實到科技總經費超42億元，與往年經費相比再創新高：共獲批國家重點研發計劃計畫25項，國家自然科學基金計畫379項，國家社科基金重大、重點計畫4項。這些龐大的經費支持，推動了天大科研向更高品質發展。2015年至2020年，學校共獲國家三大獎26項。
The continuous improvement of the level of disciplinary construction at Tianjin University is inseparable from the guaranteed support of national research funding. In 2022, Tianjin University received a total of over 4.2 billion RMB in actual science and technology funding, setting a new record compared to previous years. The university secured approval for 25 projects under the National Key Research and Development Program, 379 projects under the National Natural Science Foundation, and 4 major and key projects funded by the National Social Science Fund. This substantial financial support has propelled the university's research towards higher-quality development. From 2015 to 2020, Tianjin University has won a total of 26 national awards.
